"Here's the real top priority, which is service to the Bronx, to the East Bronx, in 2027," Jamie Torres-Springer, president of MTA Construction & Development, said in October 2025. He was presenting a faster way to start Penn Station Access.
By May 2026, THE CITY reported that Amtrak said it could not support that early service and had raised early 2029 as a possible start instead. Two months later, on July 21, 2026, the New Rochelle City Council voted 7-0 to adopt downtown zoning amendments. The city's planning scenario behind those amendments projects 2,800 more residential units downtown. If you're comparing Sound Shore towns, that order of events tells you something. The city isn't waiting for the new train, and the people building downtown apparently aren't either.
The Penn Station Date Has Moved Every Time Someone Wrote It Down
Most buyers have heard that Penn Station service is coming to New Rochelle. Fewer know how often the date has changed in public documents.

As of this month, the MTA's Penn Station Access page shows the project under construction with 2030 as the estimate. It gives no opening month. THE CITY reported that the delays came from disputes with Amtrak. Representatives Ritchie Torres, Alexandria Ocasio-Cortez, George Latimer, Jim Himes and Rosa DeLauro have written to Amtrak asking it to share the cost of those delays. A listing that sells "future Penn Station access" is selling something with a date that has already moved at least once.
For Most of the Sound Shore, Penn Station Means a Transfer
The second detail matters more to anyone north of New Rochelle. The MTA's September 2026 project newsletter says New Rochelle is where the New Haven Line splits onto Amtrak's Hell Gate Line toward Penn Station. It also says "future riders will transfer at New Rochelle station" to reach trains heading to Penn Station or north to New Haven. No current MTA source promises a one-seat ride to Penn Station from Larchmont, Mamaroneck, Harrison, Rye or Port Chester. The MTA's current FAQ gives travel times for the four new Bronx stations only, with no Penn Station times for those Westchester stops.
New Rochelle already has a strong commute. On the weekday morning New Haven Line timetable in effect since March 29, 2026, a train leaves New Rochelle at 8:52 a.m. and reaches Grand Central at 9:10 a.m. That's a best-case express, not a typical trip, but it shows what the station offers right now. The case for buying downtown rests on that existing service. Penn Station is extra.
The Council Voted Anyway, and the Reason Is in the Office Column
If developers were underwriting downtown on a Penn Station date, a slip from 2027 to 2030 should have slowed things down. Instead the city expanded the plan.
The 2026 Downtown Overlay Zone amendments, adopted as legislation 2026-104, come with an updated planning model, called the Theoretical Development Scenario, that adds 2,800 residential units. The same model cuts 325,000 square feet of non-medical office, 272,500 square feet of medical office, 180,000 square feet of institutional space, 80,500 square feet of retail and 32,400 square feet of restaurant space. The city's findings statement says this scenario describes the development most likely to happen over the next 10 years. It also says the scenario "is not part of zoning" and that the amendments do not dictate how much gets built. The city's environmental filing explains why. Demand for office and some kinds of retail "shifted materially due to long-term changes in work patterns, consumer behavior, existing stock, and real estate demand," while the residential program is "functioning as intended." The final environmental document also concentrates required ground-floor storefronts in the core, to reduce commercial vacancy and avoid spreading limited demand too thin.
So the force behind downtown is the office market, not the train. Space that would have been office is being turned into apartments because apartments are what lease. The city says the downtown overlay has produced more than 4,500 new homes since 2015, with about 6,500 more in the pipeline. The Journal News reported the 4,500 figure in May 2026, when New Rochelle shared a national Ivory Prize for its approach to zoning and permitting.
The vote wasn't quiet. At the May hearing, 23 speakers addressed the council, according to Talk of the Sound. Paul Martin of the Sutton Manor Association argued that the city's projection of $20 million in new annual tax revenue leaves out PILOT abatements. He said applying the city's standard PILOT schedule brings the figure to roughly $11.65 million. Matthew Rooney of Decatur Road asked the council directly:
"Who wants this? Do you have your constituents knocking down your door telling you to do this?"
The council minutes record a 7-0 vote with no abstentions. Council Member Sara Kaye moved the item and Council Member Martha Lopez seconded it.
The Pipeline Is Mostly Rentals
Here is what's actually in motion near the station, based on the latest reporting for each project.

Two of these four projects are large rental towers, and together they add more than 1,200 apartments. The only for-sale project is Rose on Main, which state legislative materials list under its earlier name, Stella Phase II, at the same address with the same 126 units. Commercial tenants are still arriving downtown too. The Downtown BID reported in August that Golf Lounge 18 signed a 7,700-square-foot lease at RXR's One Clinton Park, 55 Clinton Place, and plans to open early next year.
For a Buyer, the Shortage Is Homes for Sale
That rental-heavy pipeline creates two very different downtowns. Renters get more and more choice. The city's own filing says new supply has helped moderate rent growth compared with the wider region, though it gives no figure. Buyers who want to own near the station have far fewer options.
Countywide numbers show the same squeeze. In August 2026, OneKey MLS data put the Westchester condo median at $615,000, up 20.8% from August 2025, with condo closings up 26.5% and condo inventory down 3.4%. Single-family homes were tighter still. The median was $1,205,000 in August 2026, up 9.5% from a year earlier, and inventory was down 14.6%. A downtown that adds thousands of apartments and about a hundred condos does little to ease that.
Investors face a split of their own. Older buildings under Westchester's ETPA rent stabilization program have a new guideline for leases starting between October 1, 2026 and September 30, 2027: 3.5% for one-year leases and 4.5% for two-year leases, according to New York State Homes and Community Renewal. Those older regulated units now compete with new towers that are leasing up nearby. Check whether a building is regulated before you rely on its rent roll.
How to Price Penn Station Access Into a Decision
Treat it as an option with an uncertain date, not as part of the commute you're paying for today.
- Price the property on the Grand Central commute. That service exists now, and the downtown rental market has been built on it.
- Count the transfer if you're north of New Rochelle. The MTA's own materials describe Penn Station trips from points north as a change of trains at New Rochelle.
- Discount any Penn Station premium by the schedule history. The date went from 2027 to 2030 within two years, and the 2029 early-service idea depends on Amtrak's cooperation.
- Check for-sale supply. Near the station, new for-sale product is limited to Rose on Main's 126 condos. Every other new unit in the current pipeline is a rental.
- Investors, model the pipeline as competition. The city projects about 6,500 more units in the pipeline even before the 2,800 units added to its planning scenario this July.
New Rochelle's development commissioner, Adam Salgado, told Bisnow in May 2026 that the city is planning a master-plan redevelopment of the train station complex to handle new riders and draw them downtown. He called Penn Station Access a potential economic catalyst. The newest city release on that Transit Center plan that we could find is the October 2024 concept announcement. It has no construction date.
